Enterprise Zone Lexington-Fayette Urban County GovernmentJune, 1993For Lexington-Fayette Urban County Government (Kentucky), we designed a series of public meetings and trained volunteer leaders to run them; results from these meetings guided the community-based strategic planning for a HUD Enterprise Zone designation and grant. We conducted our portion of the work on a very tight time frame. It was made possible by the framework of citizen volunteer facilitators and reporters we had already begun developing through Speak Out Lexington. Because these volunteers already had some facilitation training and some actual experience, we were able to coach them to facilitate somewhat more sophisticated work than would have been possible had we been starting from scratch. While Lexington did not succeed in winning an Enterprise Zone designation, this work brought some long-term positive community benefits. Each of the 14 neighborhood sites elected representatives to a sizeable steering committee, which guided the proposal development. A significant number of the Steering Committee members were new to public leadership positions; many of them have continued making leadership contributions to the community in ways that might not have been possible without their participation in the Enterprise Zone process. RKI has provided a number of others services for Lexington-Fayette Urban County Government, including designing and implementing Speak Out Lexington, an annual public dialogue project, and working with a group of stakeholders on a rural land management plan.
