Rural Land Management Plan Lexington-Fayette Urban County Government and Bluegrass Tomorrow1997 1999In 1997 and 1998, Steve advised on meeting design and served as facilitator for meetings aimed at developing consensus regarding a rural land management plan for Lexington-Fayette County, site of world-famous Bluegrass thoroughbred horse farms. The primary work took place with an informal group of key stakeholders convened by Bluegrass Tomorrow. Steve also designed and facilitated a set of four public meetings on this issue for the Lexington-Fayette Urban County Government. These meetings invited public comment and input on a draft plan for rural land management that was developed by Urban County Government staff. The plan was also based on the work of an outside consultant who conducted an extensive public process the previous year. The group of stakeholders worked successfully on an effort to pass legislation in the 1998 session of the Kentucky legislature that enabled Fayette County to add one of three forms of taxation in order to develop a pool of funds that would be used for the purchase of development rights in the rural areas. The legislation allowed for a referendum on the new tax to be placed on the ballot either by citizen initiative or by vote of the Urban County Council. The referendum concerned. The purchase of development rights is seen as a necessary element in any overall strategy for effective rural land management for the county. Reflecting a broad consensus that had been developed in part through the group's work, the Planning Commission adopted a Rural Plan in May, 1999 with little opposition.
