Difficult Ground: Community Leaders and School Board Service in Kentucky (80 KB, pdf) (1997)
In 1997, RKI conducted focus groups with community leaders and did interviews with present and former school board members around the state to determine their views on school board service and to develop strategies for encouraging more community leaders to run for school board positions. This report presents our findings from the study and offers recommendations aimed at making school board service more feasible for community leaders.

"Just Call It Effective" – Civic Change: Moving from Projects to Progress (1998)
For the Pew Partnership for Civic Change, Rona served on a team that worked to discover and describe how civic change unfolded in 14 smaller U.S. cities that were part of the Civic Change Project. Rona took responsibility for developing the final draft of "Just Call It Effective." This report is arranged according to the civic projects' stages of growth; it names key dilemmas Partner groups seemed to encounter at each stage and then identifies practices Partners seemed to use to address these dilemmas.
